The digital tachograph will become mandatory for fitment and use in new in-scope heavy goods vehicles and coaches as of 1st May 2006
The long awaited publication date of the EU Official Journal containing
the new social package for road transport has been confirmed as being
tomorrow,11th April 2006. Therefore, the articles within the new
Regualtion/Directive relating to the implementation of the digital
tachograph will come into force twenty days later, which is 1st May
2006.
The package comprises a Regulation on drivers' hours and a Directive on minimum enforcement levels. The Regulation is intended to simplify, clarify and update the current 20-year old rules, rendering them more easily enforceable among others through the introduction of the digital tachograph.
The Directive's provisions will progressively treble the minimum enforcement levels and harmonise throughout the European Union the approach to infringements by better training and equipment of enforcement authorities and by encouraging cross-border cooperation between them.
At the meeting of the Transport Council of 27th March 2006, the European Commission called on the Member States to put appropriate and timely legal and practical arrangements in place to avoid operational problems occurring and vehicles and driver's without the compulsory digital equipment and tachograph cards being stopped.
Once the journal has been published, and DfT have been consulted regarding interpretation, the RHA says a briefing paper will be made available to members on its website by Tuesday 18th April at the latest.
